The IBTTA Board of Directors sets the strategic direction of the Association. The Board of Directors is comprised of five officers and 20 directors. Officers serve a one-year term and directors serve staggered four-year terms.

2016 Officers

 

President | Earl J. "Buddy" Croft III  

Executive Director, Rhode Island Turnpike and Bridge Authority, Jamestown, RI

Earl “Buddy” Croft is the Executive Director for the Rhode Island Turnpike and Bridge Authority. Buddy’s responsibilities include the finance, operations and maintenance of the state’s four largest bridges including the Newport Pell Bridge, the largest suspension bridge in New England. With a $32 million operating budget, Buddy also coordinates transportation activities with partner agencies, municipalities, and tourism entities. These include the Rhode Island Department of Transportation (RIDOT), the City of Newport, and other tourism and commerce entities throughout Rhode Island.  Buddy was appointed to the position in 2006. Since becoming Executive Director, Buddy has modernized the state’s tolling operations to include the introduction of the E-ZPass system and Open Road Tolling for state motorists. He has also moved to create important safety initiatives including installing a permanent median barrier on the Newport Pell Bridge to prevent crossover accidents, a $6 million dollar initiative that will likely protect many lives. Under his tenure RITBA has spent approximately $180 million in construction and maintenance repairs to its bridges. 

At IBTTA, Buddy is a member of the Board of Directors, serving as President. Before his appointment to IBTTA’s Board of Directors, Buddy actively served the association as a member of several committees including as Chairman of the IBTTA Audit Committee, on the Association’s Finance Committee, and as a member of the Government Affairs Committee. 

In addition to the IBTTA, Buddy also serves on the Executive Board of the E-ZPass Group made up of 14 states and 25 agencies from the New England, Mid-Atlantic, and Midwest regions of the United States. Buddy has served on the Executive Board since 2006. Prior to joining RITBA and IBTTA, Buddy was the Chief of Staff for the Rhode Island Family Court. Buddy oversaw 150 employees as well as the administrative matters of Court. He also served as the Drug Court and Truancy Court Coordinator and the Director of Intergovernmental Relations for the Family Court in Rhode Island. During his time with the Rhode Island Court System, he served as the Vice Chairman for the National Association of Drug Court Professionals (NADCP) and the Chairman of the NADCP Fundraising/Development Committee.  A native Rhode Islander, Buddy holds a BA in Political Science from Providence College.  When not working, he enjoys spending time with his wife and their four children and ten grandchildren.

First Vice President | Emanuela Stocchi 
Director of International Affairs, Associazione Italiana Società Concessionarie Autostrade e Trafori (AISCAT), Rome, Italy

Emanuela Stocchi is an expert in EU legislation and policies and she is the Director of International Affairs for AISCAT (Associazione Italiana Società Concessionarie Autostrade e Trafori), the Italian Association of Toll Highways Concessionaires Companies. In this role she ensures the Association’s contacts with the EU Institutions and other European and International organizations active in the transportation field. Emanuela is Vice Chair of the ASECAP (European Association of Toll Highways Concessionaires Companies) Permanent Committee of Road Safety, Environment and Sustainability and is also a member of the PIARC (World Road Association) International committees on infrastructure financing and road terminology.  

Emanuela served IBTTA and its members through work on several committees before being appointed to the board of directors in 2011. She also served a two-year term as international vice president, one-year term as second vice-president and is now serving the association as first vice-president.  Emanuela will become IBTTA’s president in 2017.

Second Vice President | Tim Stewart 
Executive Director, E-470 Public Highway Authority, Aurora, CO

Tim has spent over 34 years working in the construction, engineering, and maintenance fields of which over 31 years was in the tolling industry with both the Oklahoma Turnpike Authority (OTA) and the E-470 Public Highway Authority (E-470 PHA).  Prior to working in the tolling industry, he owned and managed his own residential construction company in Chickasha, Oklahoma.

Tim’s tolling career began with OTA in 1984 where he held positions beginning in field maintenance and advancing to Director of Patron Services, Director of Maintenance, Director of Planning and Operations, and Deputy Director & Chief Operating Officer, a position held beginning in 2005.  Tim was appointed Executive Director of OTA in April 1, 2013 and served in that role until January 31, 2016 when he was appointed as Executive Director of E-470 PHA,  Tim began his positon as Executvie Director of E-470 PHA on February 1, 2016 .  Tim is a graduate of Oklahoma State University, OKC with a degree in Civil Engineering Technology.  

Tim has served IBTTA and its members through work on various committees before being elected to the IBTTA Board of Directors in 2014.  Tim currently serves as the Association’s Second Vice President and is slated to become IBTTA’s President in 2018.

International Vice President | Malika Seddi
Director of International Affairs, Association Professionnelle Autoroutes et Ouvrages à Péage (ASFA), Paris, France

Malika Seddi is the Director of international affairs and customer services in ASFA (association gathering the toll road operators in France). She has been involved in the toll industry for more than 25 years and is deeply involved in the work of ASECAP, IBTTA, Ertico (ITS Europe) and PIARC to represent the interests of ASFA members. Malika is member of ASECAP Board and the Chairman of the permanent committee dealing with Safety and Sustainable development within this organization. She is also member of the Board of Directors for the French PIARC branch, as well as a member of the PIARC committee on infrastructure financing member of the EPC (European Programm Committee) for ITS world congress. Malika has a rich history with the IBTTA, having served the association and its members through work on various committees, including the Technology Committee, the Education Committee and International Task Force as well as leadership positions on various meeting planning groups. Malika was appointed to serve as a member of the IBTTA board of directors in 2008 and is currently serving on the executive committee in a two-year term as international vice president.

Immediate Past President | Javier Rodriguez
Executive Director, Miami-Dade Expressway Authority, Miami, FL

Javier Rodriguez has served as Executive Director of the Miami-Dade Expressway Authority (MDX) since March 2007. Tasked with moving people and goods on five of the region’s most crucial east-west expressways, his responsibilities encompass the expansion, finance, operations and maintenance of the MDX transportation system. This includes enhancing relations with its partners: the Florida Department of Transportation (FDOT), Florida's Turnpike Enterprise, Miami-Dade County, Metropolitan Planning Organization, state and local agencies and municipalities. Javier has positioned MDX as an innovative transportation agency dedicated to enhancing mobility in Miami-Dade County, using his knowledge and more than 20 years of experience in administration, construction, design, inspection, long-range planning and transportation development. With more than $2 billion invested into Miami-Dade’s transportation system, MDX has assured that Miami-Dade County will continue to be a worldwide destination for generations to come.  Before joining MDX, Javier had a long career at FDOT, District 6, which included four years as Director of Transportation Development. A native Floridian, he earned his Bachelor of Science degree in Civil Engineering from Florida International University. He received Engineer of the Year Award by the Cuban-American Association of Civil Engineers in 2005 and was presented with the Ben G. Watts Leadership Award by FDOT in 2002. 

For more than 10 years, Javier has been an active member with the International Bridge, Tunnel and Turnpike Association (IBTTA) volunteering in many capacities and serving on various committees. He joined the IBTTA Board of Directors in 2007 and served as president of the association in 2015.  In addition to his executive leadership, Javier plays an active role in his community and is currently an active member of the Salvation Army Miami Advisory Board.

Executive Director | Pat Jones
International Bridge, Tunnel and Turnpike Association, Washington, DC

Pat Jones is Executive Director & CEO of the International Bridge, Tunnel and Turnpike Association. Since assuming this position in 2002, Pat has built IBTTA into the principal advocate for toll-financed transportation and the leader in producing high quality educational experiences for toll industry professionals. Under his leadership, IBTTA revitalized its premier journal Tollways, created the IBTTA Leadership Academy, and introduced many new programs including the Transportation Finance Summit, Violation Enforcement Summit, Special Summit on Open Road Tolling, and its first workshops in South America, Australia and South Africa. Before IBTTA, Pat held senior management positions at the American Trucking Associations, the American Public Transportation Association and the Health Insurance Association of America. Pat has served on the Board of Directors of the American Society of Association Executives and is a Past Chairman of the ASAE Marketing Section Council. He is also a member of the Greater Washington Society of Association Executives. Pat is a passionate speaker on a variety of topics, including transportation, innovation and creativity. Pat holds a BA in Political Science from The George Washington University in Washington, DC (1980) and an MBA from Marymount University in Arlington, VA (1996).
