Women in Tolling Awards Program

About the Awards

The WIT Awards Committee is part of the WIT Council, established in 2020, comprising a group of women in the tolling industry within IBTTA. Its mission is “Connecting women in tolling globally, supporting diversity in leadership and promoting professional development.” Each year, two WIT awards are presented at the IBTTA Annual Meeting, which includes the WIT Lifetime Achievement Award and the WIT Trailblazer Award. The submission period for 2024 nominations has ended.

 

Selection Methodology:  

The WIT Awards Committee is responsible for gathering and reviewing nominations for each of the WIT Awards each year. Qualified applicants will be evaluated based on the responses received in the nomination form and known or available information on the awardee. The WIT Awards Committee will make a recommendation for each award to the WIT Council Officers and IBTTA no later than the end of June. The final award recommendations will go before the WIT Council each July for a majority vote and approval per the WIT Charter. The WIT Awards will be presented at the IBTTA Annual Meeting each fall. For further questions, contact Kristen Johnson or Maria Moreno.

 WIT Lifetime Achievement Award

The WIT Lifetime Achievement Award recognizes a WIT Council member who has made significant contributions to IBTTA Women in Tolling and the overall transportation/tolling industry in a way that supports the Mission, Vision, and Objectives of the WIT Council. This outstanding awardee will exemplify overall leadership on the WIT Council, is an active member of a WIT Committee, advocates for women and diversity within the industry, and has made a significant contribution towards the advancement of women in tolling. This awardee will be presented with this WIT Lifetime Achievement Award and will be given a lifetime membership on the WIT Council.

To be considered for the WIT Lifetime Achievement Award, a nominee must meet the following criteria:

  • Active or former member of the WIT Council and IBTTA.
  • Demonstrated advocate and supporter of IBTTA Women in Tolling Council through their contribution of time, talent, and/or resources.
  • Significant contributions to IBTTA Women in Tolling and the overall transportation/ tolling industry in a way that supports the Mission, Vision, and Objectives of the WIT Council.
  • Noteworthy personal, professional, and/or organizational achievements.

 WIT Trailblazer Award

The WIT Trailblazer Award recognizes an IBTTA member who has made significant contributions to the transportation/tolling industry in a way that supports the Mission, Vision, and Objectives of the WIT Council. This outstanding awardee will exemplify overall leadership within the tolling industry, promotes connections within and across diverse teams, mentors and encourages personal and professional development in others, and has made a significant contribution towards the advancement of women in tolling.

To be considered for the WIT Trailblazer Award, a nominee must meet the following criteria:   

  • Employed by a current member of IBTTA.
  • Demonstrated advocate and supporter of IBTTA Women in Tolling through their contribution of time, talent, and/or resources.
  • Significant contributions to IBTTA Women in Tolling and the overall transportation/ tolling industry in a way that supports the Mission, Vision, and Objectives of the WIT Council.
  • Noteworthy personal, professional, and/or organizational achievements.

2023 Recipients

Diane Gutierrez-Scaccetti was confirmed as the 19th Commissioner of the New Jersey Department of Transportation on June 7, 2018. She was appointed Acting Commissioner December 19, 2017 and began serving on January 16, 2018.

A native New Jerseyan, Ms. Gutierrez-Scaccetti is a transportation professional with more than 31 years in the industry, and 37 years in government service. She possesses extensive executive, operational, and planning knowledge. Most recently, the Commissioner served as the Executive Director and CEO at Florida’s Turnpike Enterprise, a part of the Florida Department of Transportation. Under her leadership, Florida’s Turnpike Enterprise managed more than 460 centerline miles and a 5-year capital program in excess of $6 billion, supported by $1 billion in revenues.

The Commissioner’s accomplishments and leadership have been recognized by the Executive Women of New Jersey, WTS Central Florida Woman of the Year, and Orlando Business Journal’s 2015 CEO of the Year for the Public Sector. She received the 2019 Service to the People Award presented by the American Society of Civil Engineers Central New Jersey Branch and the 2020 Women of Achievement Award presented by the New Jersey Chapter of Professional Women in Construction. Ms. Gutierrez-Scaccetti is a member of the Board of Directors of the American Association of State Highway and Transportation Officials (AASHTO) and the Northeast Association of State Transportation Officials (NASTO) and is currently serving as the Chair of the Committee on Transportation Communications (TransComm). She is an Executive Committee Member of the Board of Directors for the International Bridge, Tunnel and Turnpike Association (IBTTA) and is currently serving as the association’s President. She is an Executive Committee Board Member of the Transportation Research Board (TRB), Vice Chair of The Eastern Transportation Coalition (formerly I-95 Corridor Coalition) and the Chair of the Coalition’s Toll Violation Enforcement Reciprocity Task Force. Commissioner Gutierrez-Scaccetti holds degrees from the University of Connecticut (BS) and Rutgers, The State University of New Jersey (MS).

Patty Rubstello serves as the head of North America's largest ferry system. With 30 years at the Washington State Department of Transportation, Patty oversees a fleet of 21 vessels and ten routes that normally serve around 24-million customers annually. Commuters in the Seattle area and tourists and locals in isolated island communities all depend on the economic lifeline the system provides. Patty’s experience in design, construction, planning, traffic operations and tolling help ensure this critical marine highway continues to serve the people of Washington State. Patty is a licensed civil engineer. 

She is active within IBTTA—as a 2015 IBTTA Leadership Academy Alumni, a member of the IBTTA Membership Committee, and a member of the IBTTA Task Force on Diversity, Social and Racial Inclusion.  She is a former IBTTA board member and Past Chair of the IBTTA Women in Tolling Council. Patty is also a member of Women in Transportation (WTS) and a former member of the Transportation Research Board’s Managed Lane Committee.
