The International Bridge, Tunnel & Turnpike Association (IBTTA) is the global association for the owners and operators of toll facilities and the businesses that serve them. Founded in 1932, IBTTA has members in 23 countries on six continents. Through advocacy, thought leadership and education, members are implementing state-of-the-art, innovative user-based transportation financing solutions to address the critical infrastructure challenges of the 21st Century.
IBTTA's mission is to:
- Bring members together to share knowledge and ideas in a professional community of interest;
- Deliver state-of-the-art industry education through a regular series of meetings, webinars and special forums;
- Turn knowledge into action and results through government relations and advocacy;
- Compile the latest data on all aspects of toll operations and transportation infrastructure and finance;
- Host an extensive resource library with references to current industry research and analysis;
- Maintain and develops relationships with key media representatives who specialize in transportation and infrastructure finance.

James Hofmann

James Hofmann is the Executive Director/CEO of NTTA, leading the implementation of board policies and overseeing staff to fulfill the Authority’s mission. He rejoined NTTA in 2013 as the assistant executive director of operations, where he managed customer service, IT, and HR departments. Hofmann left NTTA in 2007 to work in the private sector, focusing on tolling and highway industry projects, including public-private partnerships and large-scale technology initiatives. During his earlier roles at NTTA, Hofmann led the creation of an enterprise geographic information system project project that won the 2003 IBTTA Toll Excellence Award. Hofmann serves as IBTTA's 2025 president and leads the association under the theme "Designing a Bold, New Future." James chairs the IBTTA Emerging Technologies Committee and contributes to national tolling interoperability efforts. He holds a bachelor’s degree from Texas A&M University and a master’s degree from the University of Utah.

Kathryn Clay, Ph.D.

Kathryn Clay, Ph.D., is a seasoned association leader with a unique blend of scientific expertise, policy acumen, and operational success. She was most recently the president and CEO of the International Liquid Terminals Association, where she drove record revenue growth, spearheaded industry-first advocacy initiatives, and championed innovation, safety, and environmental compliance. Her impact earned her recognition as one of the “100 Top Influencers” in the global terminals industry by Storage Terminals Magazine. Her career spans high-level roles in energy, technology, and public policy, including work on Capitol Hill, where she helped shape key legislation like the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007. Kathryn earned her Ph.D. in Physics from the University of Michigan, Ann Arbor, where she also completed her M.S. in Electrical Engineering. Additionally, She holds a Bachelor of Arts degree in Physics and Mathematics, from Kalamazoo College, graduating cum laude.
