IBTTA Foundation Leadership Academy

Founded in 2008, the IBTTA Leadership Academy is a week-long course tailored specifically for mid to senior-level managers in public and private sector organizations that serve the toll industry. This annual program is held every February in Washington, DC. The Leadership Academy is an executive development program tailored specifically for senior-level managers in public and private sector organizations that serve the toll industry. The Leadership Academy is funded by student tuition.

Expanding Leadership Persepectives
Through this Course, participants will broaden their management perspective beyond a single functional area to encompass the full range of executive responsibilities. They will develop a comprehensive understanding of the multifaceted business of tolling while honing their communication and interpersonal skills to effectively lead business functions and teams. Exploring Key Leadership Topics
This program covers a diverse range of leadership and industry-specific topics designed to enhance executive effectiveness. Participants will explore strategies for engaging with stakeholders, partnering for better results, and navigating politics and policy. Sessions include executive roundtables, discussions on the leader as a historian, and insights into the future of tolling. Additionally, the program addresses managing work-life integration, supporting diverse teams, and building healthy, high-performing teams.

Application and Admissions 

Nominees must complete an application form and submit a resume and a recommendation or endorsement from your organization's leadership.

Toll agency executive directors and business partner executives are invited to nominate candidates for the IBTTA Leadership Academy Executive Development Program. Lindsey Robertson-Lentz, program director, will review the applications and select up to 40 participants. The selection process will ensure a balanced class that represents the tolling industry.

Application Deadline

The deadline to apply for admission is in October of each year. 

Tuition

  • The fee for the 2025 program is $3,950. Tuition includes all course materials, breakfast each morning, four lunches, and two dinners. Fees are subject to change for 2026.
  • Tuition is non-refundable after December 31st in the year of acceptance.

Transportation & Lodging

Transportation, lodging, and incidentals are not provided in the tuition costs and will be the participant’s responsibility.

Faculty

The IBTTA Foundation Leadership Academy Executive Development Program is directed by Lindsey Robertson-Lentz and a team of transportation leadership development professionals from Evans Consulting. The Evans team will include instructors and facilitators who have guided the Leadership Academy since its inception, including the program’s former director Dr. Barbara Gannon. The instructional team will be supported by the tolling industry knowledge of numerous distinguished instructors from the public and private sectors, all of whom volunteer their time to support the development of the industry’s leaders.

Lindsey Robertson Lentz
Lindsey Robertson Evans Consulting

Lindsey Robertson Lentz is a Principal at Evans Consulting, where she actively works to create people-oriented solutions that positively impact business and organizational performance. Lindsey has over 15 years of experience developing and facilitating comprehensive and diverse workforce development programs within the transportation industry.

Before joining Evans, Lindsey was the Director of Workforce Development for the American Public Transportation Association (APTA). At APTA, Lindsey developed and managed a range of services, including the Emerging Leaders Program, aimed at developing, supporting, and retaining the next generation of public transportation leaders.

Lindsey’s prior roles include Director at GannonConsult and the Director of the Center for Transportation leadership at the Eno Center for Transportation. Within these roles, she was responsible for planning and executing training, team building, and partnership initiatives. Throughout her tenure, Lindsey served as an instructor and group facilitator on several courses supporting transportation professionals across modes. These courses included the Eno Center for Transportation Transit Mid-Level and Senior Executive Seminars (2007-2014), The Texas Transit Leadership Sem.inar (2011-2014), the New York State Transit Mid Manager Seminar (2013-2015), and the International Bridge, Tunnel, and Turnpike Association (IBTTA) Executive Leadership Academy (2008-Present).

Lindsey holds a certification in the Emotional Quotient Inventory 2.0 (EQ-i 2.0) and is passionate about helping leaders use emotional intelligence in a meaningful and productive way. Lindsey serves on the DC Chapter of the Women in Transportation Seminar (WTS) board and supports the WTS-DC Chapter Mentoring Program

Dr. Barbara Gannon

Dr. Barbara Gannon is a leadership consultant and clinical psychologist with practical experience across the transportation sector. As principal of GannonConsult, she and the GannonConsult team help executives calibrate their strengths with the rigorous demands of the work. Dr. Gannon is respected for her expertise in workforce strategy and in the design and delivery of professional development programs. Throughout her career she has trained and mentored over 2,000 transportation professionals, many of whom now serve as general managers and executive team managers in agencies and organizations across the country. Dr. Gannon was an instructor for Northeastern University’s National Transit Management Seminars and developed the Eno Center for Transportation Leadership, where she served as Executive Vice President until 2012. Today, she directs the executive seminar for the International Bridge, Tunnel and Turnpike Association and designs senior and mid-level training courses throughout the transportation industry.

A former transit operations and general manager coupled with her training as a clinical psychologist gives Dr. Gannon the ability to quickly establish trust, listen carefully to the issues, and to strengthen teams as they recalibrate, focus and adopt new directions. Her consulting experiences include facilitating of forums and retreats, ensuring successful partnering on transportation construction projects, designing workforce development plans, and guiding the strategic planning process.

Barbara Gannon is an active member of the Conference of Minority Transportation Officials, and is a 2014 honoree at the organization's award ceremony, Celebrating Women Who Move the Nation. She serves on the board of the American Public Transportation Foundation, is the Chair of the Workforce Development Subcommittee of the APTA Human Resource Committee and serves on the National Park Scholars Foundation Advisory Board. She is a graduate of the University of Kansas and was granted a degree in Clinical Psychology from the William James College in 1998. In January 2014, Dr. Gannon was elected to the William James College Board of Trustees.
