Women in Tolling Council

Mission

Connecting women in tolling globally, supporting diversity in leadership and promoting professional development. 

Vision: 

IBTTA is a highly diverse and inclusive international organization, where everyone can see themselves reflected in the events and committees that serve the membership.

Objectives
  • Ensure panel presentations reflect the diversity of our organizations and communities (including women, other DBEs & young leaders from around the world)
  • Support and promote diverse international leaders into IBTTA leadership roles (Board, Committees, and Planning efforts)
  • Give back to the women in the communities where we hold IBTTA events
  • Hold informal socials at IBTTA events to give women a ‘friendly’ environment to engage with others attending the event
  • Host formal events to focus on topics specific to women
  • Support young professionals with paid conference fees to provide opportunities for IBTTA participation
  • Encourage STEM programs for students to lead them into transportation and tolling and partner with WTS on similar initiatives

Chair

Snehal Ambare
CDM Smith

Snehal Ambare is a dynamic leader in the transportation industry with over 23 years of experience, currently serving as the Regional Client Service Leader for the Transportation South Group at CDM Smith. She is passionate about shaping the future of transportation, delivering innovative solutions in tolling and transportation, and developing the next generation of leaders.

As CDM Smith’s client service leader, Snehal is responsible for client relationship management, business development and delivering solutions aligned with clients' goals and vision.

Snehal is committed to creating an equitable future and leads industry organizations with a focus on advancing women, promoting diversity and inclusion, and developing the next generation of leaders. In 2022, she served as the President of the WTS Central Florida chapter and established WTS-UCF Knights Student Chapter. She also serves as the Chair of Women in Tolling Council, demonstrating her commitment to advancing women in the transportation industry. Additionally, Snehal is the Co-Momentum Leader of the Recognitions Working Group of the Diversity, Equity, and Inclusion (DEI) Committee furthering the DEI initiatives and demonstrating her unwavering commitment to the industry's progress.

Vice Chair

Wanda Sneed
AtkinsRéalis

Wanda Sneed is an experienced Tolling professional with 20 years of experience working at Electronic Transaction Consultants, LLC (ETC) in the areas of:  project transitions, data migration, system/data analysis, system delivery, financial forecasting, and resource planning.   Her implementation and operations/maintenance experience has included projects at Georgia State Road and Tollway Authority (SRTA), Illinois State Toll Highway Authority (ISTHA), North Texas Tollway Authority (NTTA) and Washington State Department of Transportation (WSDOT).  In her current role as Director - Major Accounts, Wanda has been tasked with project implementation and delivery oversight for various customers. 

She is also currently an active member of the International Bridge Tunnel and Turnpike Association (IBTTA) where she is Secretary of the Women in Tolling Council and chairs the Outreach Committee.  In her spare time, Wanda loves to go on long walks.  Wanda is a graduate of Howard University in Washington, DC.

Secretary

Lauren Hakos
Ohio Turnpike and Infrastructure Commission

Lauren Hakos is the Training and Development Manager for the Ohio Turnpike and Infrastructure Commission where she has worked for 20 years.  In this role, she serves as the liaison for employee communications. In addition to these duties, Lauren oversees all facets of the internal/external training programs conducted for employees Turnpike-wide and manages the Online Learning Center. Lauren also conducts the onboarding process for new hires and promotions and oversees the Ohio Turnpike’s wellness programs.  Lauren is also a state-certified Six Sigma Green Belt through LeanOhio, which is part of the Ohio Department of Administrative Services. 

Before joining the Human Resources Department in March 2014, Lauren served as the Ohio Turnpike’s Marketing and Communications Manager where she was the spokesperson and handled all media relations.  Her previous duties also included overseeing advertising/marketing programs, planning Turnpike safety events, promoting E-ZPass®, developing the agency’s first E-ZPass® retail program, and managing the Turnpike’s website and social media efforts. 

Lauren received her Bachelor of Science Degree in Communications with a minor in Journalism from Ohio University. Before working for the Ohio Turnpike, she was the Director of Community Relations and Promotions for Sun Newspapers.

Treasurer

Tawnya Freund
ViaPlus

Tawnya Freund possesses more than 20 years of expertise in tolling technology, systems, and operations, with more than 13 years of experience in senior management positions in the tolling market, serving in a variety of commercial and operational roles. Tawnya’s experience is in operations, strategic planning, business development, marketing, manufacturing, tolling technology and systems serving public agencies and private industry with a focus on the management of multi-functional teams and streamlining operations.

Tawnya began her career in a sales role at RFID transponder manufacturing firm RSI ID Technologies and was promoted to lead Sales and then to VP of Operations as the company grew. Through acquisition, Tawnya has held roles in the tolling & revenue collection space serving the Director of Sales & Marketing for Sirit, Director of Strategic Global Accounts for Federal Signal Technologies and 3M, VP Sales, Tolling North America at Schneider Electric and Kapsch Trafficom, Chief Operating Officer and Chief Commercial Officer for Cofiroute USA, and is currently serving as the Chief Commercial Officer for Cofiroute USA and TollPlus. both subsidiaries of the Vinci Group based in Paris, France. 

Tawnya is a 2011 graduate of the International Bridge, Tunnel and Turnpike Association (IBTTA) Leadership Academy, and has a Bachelor of Science in biology and a minor in chemistry, from the University of Oregon.

Past Chair

Mary Dowling Sallach
State Road & Tollway Authority

With nearly 20 years of experience in transportation and government, Mary oversees strategic planning and initiatives for the State Road and Tollway Authority, Georgia Regional Transportation Authority and the Atlanta-Regional Transit Link Authority. Mary is also the vice-chair and co-founder of the IBTTA Women in Tolling Council. Mary is an IBTTA Leadership Academy graduate and serves as an Ambassador for the LAAA. Mary's experience includes the oversight of the $1 Billion capital program at SRTA, the project management office and has served as the primary liaison with the Georgia Department of Transportation for the Major Mobility Investment Program. Prior to her career at SRTA, Mary worked as the P3 Manager for the GDOT and as an Aide for the Senate Appropriations Committee. She received the FHWA James F. Condron Award in recognition for outstanding efforts with the Public Private Investment process in Georgia. She was also recognized in 2019 in Engineering Georgia Magazine's 100 Women to Know. Mary is an active volunteer in her community, serves as President of the Chamblee Middle School Education Foundation, has been a Girl Scout Leader for 9 years and is part of the Staff-Parish Relations Committee at Chamblee First United Methodist.
