Pat Jones to Retire as Executive Director and Chief Executive Officer of International Bridge, Tunnel and Turnpike Association Effective End of 2024.

WASHINGTON – The International Bridge, Tunnel and Turnpike Association (IBTTA), the worldwide association for the owners and operators of toll facilities and the businesses that serve them, announced today that Pat Jones will retire as Executive Director and Chief Executive Officer, effective December 31, 2024. A search committee is being established, and a search consultant will be hired to conduct a worldwide search for Jones's replacement.

Pat Jones has led IBTTA with distinction since 2002, driving significant growth in membership, sponsorship, meeting attendance, and member engagement. He oversaw the industry’s transition to cashless tolling and a dramatic increase in the number of miles of priced managed lanes delivered by state departments of transportation and global concessionaires. Throughout his tenure, he has been a staunch advocate for user-financed transportation – including tolling, pricing, and road usage charging – and frequently testified before Congress, state legislatures, special commissions, and other groups to emphasize the importance of the user-pays principle. Jones also led IBTTA in expanding its global presence and strategic initiatives to include the advancement of diversity, equity, and inclusion; sustainability and resilience; toll revenue assurance; and the 2024 Global Road Safety Campaign under the theme “Be Safe Together.”

“Leading IBTTA has been an extraordinary privilege, one that has allowed me to work alongside a global consortium of both public and private members, an exceptional and diverse board of directors, and a dedicated, talented staff team,” said Pat Jones. “I am deeply proud of what we have achieved together. As I step down after two decades, I look forward to watching IBTTA continue to thrive under new leadership.”

Bill Halkias, President of IBTTA, praised Jones’s leadership and contributions. “Pat Jones has been an exceptional leader for IBTTA, steering the organization through periods of significant change and growth. His vision and dedication have positioned us well for the future. We are grateful for his service and wish him the very best in his retirement.”

James Hofmann, First Vice President of IBTTA and incoming 2025 President, echoed these sentiments. “Pat Jones’s impact on IBTTA and the tolling industry is immeasurable. His commitment to innovation and excellence has set a high standard for us all. We will conduct a thorough global search to find a worthy successor who can build on Pat’s remarkable legacy.” The search committee, appointed by IBTTA President Bill Halkias, will begin its work immediately. The global search will aim to identify a leader who can continue to advance IBTTA’s mission and support its members worldwide.

Jones’s announcement follows IBTTA’s recent expansion of its leadership, communications, and meetings teams in support of the Association’s continued growth as IBTTA approaches nearly a century of advocacy for the use of tolling, pricing, and road usage charging solutions.
