IBTTA’s Andrew Fremier Appointed to Federal Advisory Board on Transportation Funding Representing Owners and Operators of Toll Facilities

Appointments Highlight IBTTA Members’ Role in Transportation Policy Innovation

WASHINGTON, D.C. – The U.S. Department of Transportation has appointed Andrew Fremier, executive director of the Metropolitan Transportation Commission (MTC) and Bay Area Toll Authority (BATA), and 2023 president of the International Bridge, Tunnel and Turnpike Association (IBTTA), to its Federal System Funding Alternative (FSFA) Advisory Board. Fremier will serve a two-year term, representing toll facility operators as the board explores innovative funding solutions to secure the long-term sustainability of the nation’s transportation infrastructure.

Alongside Fremier, several IBTTA members have also been appointed to the FSFA Advisory Board, including Carlos Braceras, executive director of the Utah Department of Transportation, who will serve as chair of the Advisory Board.

We are also encouraged by the selection of Carlos Braceras as chair of the Advisory Board, as a leader with unparalleled experience in running both toll operations and distance-based road charging in Utah. We look forward to working with Congress, President Trump, and his nominee for transportation secretary, Sean Duffy, to advance our shared goals for sound, forward-looking transportation policy.”

The Highway Trust Fund, primarily supported by federal gas taxes that have remained unchanged since 1993, faces a projected 20% revenue decline by 2030, according to the Congressional Budget Office. Improved fuel efficiency and the increasing adoption of electric and alternative-fueled vehicles underscore the need for alternative funding mechanisms, such as vehicle per-mile user fees, to maintain and improve the nation’s infrastructure.

“The broad agreement that new approaches are needed to meet the age-old challenge of funding and maintaining our infrastructure creates an opportunity to combine constantly evolving technologies with established customer service networks in a way that will make this transition seem natural,” Fremier said.

The FSFA Advisory Board, established under the Infrastructure Investment and Jobs Act, will guide the development of a national motor vehicle per-mile user fee pilot program. Its responsibilities include designing the program, leading public awareness efforts, and preparing comprehensive reports for Congress to evaluate the feasibility of distance-based user fees.
