IBTTA Names Jack Finn and Ken Philmus Honorary Members

International Tolling Association Bestows Highest Honor on Two Transportation Giants
WASHINGTON, DC – The International Bridge, Tunnel, and Turnpike Association (IBTTA), the worldwide association representing toll facility owners and operators and the businesses that serve them, today announced that Jack Finn of HNTB Corporation and Ken Philmus of Xerox Corporation were both named Honorary Members during the IBTTA Board of Directors’ January meeting in Miami. This designation is the highest honor that IBTTA can bestow on any individual for “outstanding contribution in the furtherance of the purpose and objectives of the association.”
“Jack Finn is one of the most ardent supporters of IBTTA and a leader in our association, having served as chair of the IBTTA Foundation and in numerous other leadership positions. He is a ‘go to’ person in the tolling industry whose knowledge and experience are prized by IBTTA members, policy makers and the media,” said Patrick Jones, IBTTA executive director and CEO. “The intellectual rigor that Jack brings to discussions about the role of tolling in America’s surface transportation infrastructure has raised the profile and reputation of our industry and everyone in it.”
Jack Finn has more than 35 years of experience in transportation and tolling. As senior vice president of HNTB, Finn leads the firm’s national toll services group, which currently serves as the general engineering consultant to 24 toll agencies in the U.S., more than any other firm. With a national breadth of tolling experience and resources, Finn directs HNTB’s comprehensive tolling services portfolio of more than 50 specialized services ranging from financial planning and analysis to operations and management from start-ups to emerging and mature programs.
“Ken Philmus is one of the world’s leading experts on tolling and transportation facilities management and operations. After the 9/11 terrorist attacks on the World Trade Center, which is owned by the Port Authority, Ken showed courage and character in helping to lead the agency through one of its darkest times, placing it on solid footing to fulfill its mission of public service. Ken is a bulwark of IBTTA. He has served on the IBTTA board of directors, the strategic planning committee, the education committee and many other important committees. He was the chief meeting organizer for IBTTA’s highly successful 2010 annual meeting and currently serves on the IBTTA Foundation Board of Directors,” said Jones.
Ken Philmus has more than 41 years of toll road and public transportation facility management and consulting experience. He spent 33 years working for the Port Authority of New York and New Jersey, most recently as the director of tunnels, bridges and bus terminals. There he managed a staff of 1,400, an operating budget of $250 million, and oversaw facilities that handled more than 1.5 million customers per day. After leaving the Port Authority in 2004, Ken served as national director of toll services for AECOM, where he developed consultative and engineering relationships with toll agencies and state departments of transportation. Ken now serves as senior vice president, Xerox transportation solutions, where he facilitates transportation revenue solutions with a primary focus on tolling and user fees.
Jack Finn and Ken Philmus will receive formal recognition for this honor during IBTTA’s annual meeting September 19-21, 2013 in Vancouver. IBTTA recently launched its Moving America Forward Campaign that seeks to highlight the benefits of tolling.
