IBTTA Foundation Congratulates the 2025 Leadership Academy Class

Investing in Future Leaders: Scholarship Applications Open on February 21
WASHINGTON, D.C. – Feb. 10, 2025 – The IBTTA Foundation proudly congratulates the 40 distinguished professionals of the IBTTA Leadership Academy class of 2025, who successfully completed the program last week in Washington, D.C. These leaders now join a growing network of alumni dedicated to advancing tolling and user-based transportation financing worldwide.
Since its inception in 2008, the IBTTA Leadership Academy has been a premier executive development program designed for mid- to senior-level managers in public and private sector organizations serving the toll industry. The intensive, weeklong course equips participants with strategic insights, industry knowledge, and leadership skills, fostering collaboration and innovation across the transportation sector.
“This year’s Leadership Academy graduates have taken an important step in their professional growth, and I am thrilled to congratulate the 2025 class,” said James Hofmann, IBTTA president and executive director/CEO of North Texas Tollway Authority. “This program remains one of the most impactful leadership development experiences in our industry, equipping professionals with the skills and connections needed to drive innovation and progress in transportation. I have no doubt these graduates will play a key role in shaping the future of mobility and infrastructure.”
Addressing the Transportation Workforce Crisis
The transportation industry faces an urgent workforce shortage. By 2031, the sector must fill 4.6 million jobs to meet demand, driven by mass retirements and the need for new, technology-driven skill sets. According to the U.S. Bureau of Labor Statistics and the U.S. Department of Transportation, nearly 50% of the current transportation workforce will retire within the next decade, leaving a significant leadership gap that must be filled with skilled professionals.
“The IBTTA Leadership Academy plays a crucial role in addressing the workforce crisis by equipping professionals with the expertise to navigate and lead in an evolving transportation landscape,” said Kathryn Clay, IBTTA executive director and CEO. “Graduates return to their organizations with fresh perspectives, expanded professional networks, and the confidence to take on leadership roles that will drive the industry forward and shape the future of tolling and transportation.”
To date, 500+ professionals have graduated from the Leadership Academy, becoming part of the Leadership Academy Alumni Association (LAAA)—a network that fosters connections across all career levels in both public and private sectors. The LAAA continues to support graduates through networking, mentorship, and professional development opportunities, strengthening leadership in tolling worldwide.
IBTTA Foundation: Investing in the Future
The IBTTA Foundation, the charitable arm of IBTTA, supports the Leadership Academy and the Leadership Academy Alumni Association. In addition to leadership development, the Foundation funds community service projects at IBTTA’s major meetings and operates a growing scholarship program to support future transportation professionals.
The 2025 IBTTA Foundation Scholarship Program will open for applications on February 21, 2025, offering financial assistance to students pursuing transportation-related degrees. By investing in diverse, skilled talent, the program helps develop the next generation of leaders who will address the industry's challenges and shape its future.
