Under the leadership of 2024 President Bill Halkias and IBTTA's dedicated team, we’ve made significant progress in addressing the tolling industry's most pressing challenges. From advancing road safety and sustainability to promoting diversity, equity and inclusion (DEI), IBTTA continues to be the global voice of tolling. We convene operators, private sector partners, and policymakers through conferences, webinars, committees, and working groups to address key transportation issues around the world. Additionally, we offer valuable data resources like TollMiner™ and RevFinder™, and thought leadership through Tolling Points, to enable informed decision-making across the industry.

Convening
In 2024, we hosted five major meetings, surpassing 2023 attendance levels and culminating in what is anticipated to be the largest exhibit hall in IBTTA’s history at the 92nd Annual Meeting in Cleveland, Ohio. These events included the Technology Summit in Atlanta, GA; the Road Usage Charging & Finance Summit in Baltimore, MD; the Maintenance, Engineering, and Roadway Operations Workshop in Fort Myers, FL; the Global Tolling Summit in Seville, Spain and the 92nd IBTTA Annual Meeting & Exhibition in Cleveland, OH.
Our member-driven committees made significant strides on key industry issues, focusing on toll revenue assurance, interoperability, sustainability and resilience, DEI, and much more. Some highlights include:
- The Toll Revenue Assurance Committee (TRAC) hosted an interactive virtual workshop for toll operators, showcasing insights from the RevFinder™ online revenue assessment tool. Participants engaged in peer-to-peer discussions on strategies to improve toll collections and revenue assurance.
- The Agency Technology Leaders Forum addressed the rise in SMS phishing attacks across the U.S. in 2024. The forum provided best practices for customer communications, contractor actions, technical monitoring, and protection, as well as guidance on criminal investigations to enhance members' awareness and response capabilities.
- The Emerging Technologies Committee leveraged its annual member survey to advance research on key innovations, including Road User Charge systems, Third-Party Tolling and Payment Services, Advanced Customer Service Systems, Cellular V2X, Mobility Sensing and Detection, Artificial Intelligence/Machine Learning, Data and Analytics, Blockchain/Distributed Ledger Technology, Digital Asset Management, and Advanced Traffic Information and Management.
- The DEI Committee expanded the conversation around diversity and inclusion through the DEI Spotlights! webinar series. A newly formed DEI Research Team began the process of evaluating the effectiveness of DEI programs, while scholarships continued to support students of color, particularly those from HBCUs. Initiatives like Open Space Conversations, alongside the Women in Tolling and Young Professionals Council, further promoted a more inclusive and equitable environment.
The Council of Platinum Sponsors (CoPS) provided crucial financial support for our meetings and served as a key advisory body to the IBTTA board. Their contributions advanced initiatives in business innovation to explore new revenue opportunities and improve processes, procurement collaboration between public and private sectors, risk management to enhance cybersecurity and operational resilience, and customer experience enhancements driven by data and best practices. CoPS also facilitated roundtable discussions on emerging industry challenges and opportunities.
Advocacy
In 2024, IBTTA strengthened its position as the global voice for the tolling industry through strategic advocacy and collaboration. A major highlight was the launch of the internationally recognized Be Safe Together campaign and the inaugural Global Road Safety Week. This first-of-its-kind initiative united international partners and engaged the industry to promote safer roads worldwide.
Protecting members' interests remained central to our advocacy efforts. IBTTA led the industry’s response to the NextNav petition regarding the reorganization of the 900 MHz band, ensuring our members were shielded from potential operational risks that could disrupt tolling operations. Advocacy, as always, served as a cornerstone of our mission, representing the collective interests of toll operators, policymakers, and stakeholders across the globe.
In furthering sustainability, IBTTA’s Board of Directors endorsed the Sustainability & Resilience Task Force’s framework, aimed at supporting decarbonization and resilience across member organizations' operations and business processes. On the legislative front, the Government Affairs Committee actively solicited input from members to begin shaping industry policy positions and legislative priorities, laying the foundation for IBTTA’s reauthorization goals for the federal surface transportation program.
The IBTTA Foundation expanded its efforts to positively impact local communities and invest in the future of transportation. In 2024, we completed three major service projects. At the Maintenance, Engineering, and Roadway Operations Workshop, IBTTA volunteers delivered over 400 meals to vulnerable South Florida residents, and we continue to extend our support to communities impacted by Hurricane Helene, urging members to join in recovery efforts. We marked the 16th year of the Leadership Academy and awarded seven scholarships, four of which went to students from HBCUs, reinforcing our dedication to fostering the next generation of transportation leaders.
Resources
In 2024, IBTTA expanded its staff across finance, administration, communications, marketing, and programming to strengthen succession planning, enhance in-house expertise, and increase our capacity to meet the growing needs of our members. This year also marked the rollout of our new branding, with the upcoming launch of a redesigned website aimed at improving member engagement and accessibility.
The TollMiner™ data visualization tool continued to grow, now covering over 33 additional international toll facilities and adding more than 3,450 centerline miles (5,552+ kilometers) of toll roads in more than a dozen countries. Notably, in the third quarter, 2023 U.S. toll revenue collection surpassed $22.7+ billion, with more than 9.5+ billion vehicle volume recorded—both setting new records for FY2023. Currently, TollMiner™ houses data for over 1,650 facilities globally, representing 590 toll operators across six continents and 90 countries.
RevFinder™, that launched in 2023, is an online self-assessment tool built for the industry by listening to the industry. It helps toll operators assess revenue collection performance and offers guidance for improvement. We continued to enhance the tool in 2024, best practices will evolve based on user feedback, ensuring it adapts to industry needs. Its greatest value lies in peer-to-peer discussions, enabling toll agencies to exchange strategies and insights. Through RevFinder™ and participation in the Toll Revenue Assurance Committee’s meetings, toll operators gain valuable insights to improve toll collection performance.
